DMCC issues your company's trade licence, but because DMCC is in Dubai, any regulated virtual asset activity also needs a VARA licence. DMCC licence vs VARA licence
DMCC trade licence
Every DMCC company needs a DMCC licence for its business activities, issued by the DMCC Authority.
VARA licence for virtual asset activities
Exchange, broker-dealer, custody, advisory, lending and borrowing, management and investment, transfer and settlement, and Category 1 issuance need a VARA licence on top of the DMCC licence. Category 2 token issuance goes through a VARA Licensed Distributor.
Non-regulated blockchain activities
Activities such as software development or technology services may only need the DMCC licence, depending on what you actually do.
AML/CFT obligations
Regulated firms must meet UAE AML/CFT obligations, including goAML registration and reporting.

Do I need a VARA licence if my company is in DMCC?

Yes, if you carry out regulated virtual asset activities. DMCC is a Dubai free zone, and VARA regulates virtual asset activities across Dubai except the DIFC. A DMCC licence alone does not authorise regulated crypto activities.
Is DMCC, ADGM or DIFC best for a crypto company?

DMCC companies are regulated by VARA for virtual asset activities; ADGM companies by the FSRA; and DIFC companies by the DFSA. The right choice depends on your activities, clients and banking. We help you compare them.
Can a blockchain software company in DMCC operate without VARA?
